Request for Expression of Interest (EOI) for Individual Consultants

The Government of Pakistan has received a loan (No. 3837-PK) from the Asian Development Bank (ADB) for the Social Protection Development Project (Additional Financing). BISP intends to apply part of the proceeds of this loan for payments for Consultancy Services for the hiring of Individual Consultants for the “F&A” and “E, M&E & RM Wing” of BISP.

BISP now seeks Expression of Interest (EOI) from qualified and experienced national individuals, duly authorized to work in the country. Interested individuals are required to demonstrate/provide CVs and requisite information to prove their qualification/eligibility to perform the assignment. The short-listing criteria against each is provided below:

1. Financial Management Specialist (FMS) (01 Position)

• Qualifications & Experience:
  • ACA with a minimum of 5 years of experience, or CMA/ACCA/CA finalist, or Master’s Degree in Finance or Equivalent Qualification from an HEC recognized institution/university.
  • Minimum 10 years’ experience in Accounts/Financial Management.
  • Must have hands-on experience in preparing Financial Statements of large/complex organizations on an Accrual basis, preferably using IPSAS.
  • Preference will be given to candidates with experience in public sector financial management, especially in social safety projects.

• • Proficiency in budgetary processes, capacity building, and training activities in Pakistan.
  • Strong command of MS Office, Accounting Software/ERP, and familiarity with Government structures, operations, and rules/procedures.

2. Research Methodology and Monitoring and Evaluation Expert (01 Position)

• Qualifications & Experience:
  • PhD (or equivalent advanced university degree) in research and design, Monitoring and Evaluation, program development, or a related field.
  • 10 years of relevant experience with demonstrated expertise in research design, monitoring, and evaluation.
  • Experience with social sector topics (poverty, vulnerability, disability, migration, etc.) in national or international journals.
  • Expertise in study design, tools, and data analysis for qualitative and quantitative surveys (e.g., HIES, PSLM, NNS, PDHS).
  • Strong analytical skills with experience in using data analysis tools (e.g., gStat, SPSS, MATLAB, SAS, etc.).

3. Data Analytics Expert-II (01 Position)

• Qualifications & Experience:
  • Master’s degree in Computer Sciences, Information Technology, Data Science, or a related field.
  • At least 5 years’ experience in working with data analytics tools.
  • Proficient in using data analytics and quantitative/qualitative tools (e.g., Tableau, Power BI, Qlik Sense, etc.).
  • Experience with database management, data modeling, and relational databases (e.g., TOAD, SQL Server, Oracle).
  • Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy.
